Introduction
Enquin Environmental, a UKAS-accredited Asbestos Consultancy based in South Wales, was commissioned to provide expert Asbestos Management services for the refurbishment and demolition of the former HMRC building at Ty Glas, Llanishen, Cardiff. This large-scale project, initiated by Cardiff Council following their acquisition of the site in 2021, aimed to clear the way for future redevelopment, potentially including a new school. The Ty Glas site, a significant landmark with a history dating back to its use as a tax office and part of a Royal Ordnance Factory, presented unique challenges due to its size, age, and high asbestos content. Enquin’s involvement spanned comprehensive Demolition Surveys, site walkthroughs with asbestos removal contractors, and ongoing consultancy support throughout the project, which began demolition in June 2023.
Challenge
The Ty Glas building, constructed in 1968, contained substantial amounts of asbestos, a common building material at the time, posing significant health and safety risks during its planned demolition if not identified and removed beforehand. The scale of the site, featuring a 16-storey HMRC building and an 11-storey Gleider House, combined with its proximity to residential areas and businesses, demanded meticulous planning to ensure compliance with HSE guidelines and minimise disruption. Cardiff Council required a thorough Asbestos Survey to identify and locate all asbestos-containing materials (ACMs) prior to demolition, alongside coordination with licensed contractors for safe removal. The project also needed to address environmental concerns, such as dust containment and noise management, while adhering to a tight timeline and regulatory standards.

Enquin Environmental deployed a multi-faceted approach to meet the project’s demands. Initially, they conducted detailed Demolition Surveys in accordance with HSG264 guidelines. These intrusive surveys involved destructive inspection techniques to uncover hidden ACMs within the building’s structure, ensuring no asbestos would be disturbed unknowingly during demolition. Over 2000 samples of potential asbestos-containing materials were taken, with 3 survey teams delivering the survey work and follow-up reporting within a 12-week program. Following the surveys, Enquin produced a comprehensive asbestos register and interim management recommendations to safeguard the site until removal commenced.
